All of the code editors below are either free or shareware with no time limit (unlimited shareware).

This is a truly amazing freeware. It can handle every type of image format I've seen and even playback most video and audio files. It's a lightweight dynamo. I use it exclusively for image format conversions, resizing, cropping and cutting. You can even add captions to your images and make a single compound image from several separate images. Just great!

A really good drawing program with a lot of features and effects. Unlimited shareware. Same folks have a good icon and cursor maker, too.

A really good and fast button maker. Completely free with tons of options.

This is the coolest freeware out there. It's by Silverage and does a ton of useful things:

Image Mapper. HandyTools has a very capable and easy to use image mapper. Makes cutting up those big images into a menu of links easy.

Universal Find and Replace. An essential tool for site updating. Say you need to update a link's URL over 100 pages. Yuk! Universal Find and Replace can find and change the links in any number of pages automatically.

Color Spy. Just open Color Spy, hover your mouse over anything and it will give you the hex code for the color you're hovering over. Great for making page backgrounds match an image background.

GIF Color Mapper. Change GIF colors easily.

Gradientx. A neat text effect tool that will gradually change the color of text from one color to another over the length of the string. Gives your text a sort of "rainbow" effect.

Silverage's main page gives details of all of the above functions. You can download only the tools you want, or get the whole sheebang by downloading the "Power Tool" at the bottom of the page. All downloads are under 500 KB, and the price is right -- absolutely free!

This is a really easy-to-use color picker. You can blend any color you can think of by using the three slidebars (red, green, and blue). The resulting color is displayed in a box. Once you get your color, you can click a button to have the hexadecimal value copied to your clipboard for pasting into your page's code. Absolutely free.

A great freeware that will automatically thumbnail your images and make a thumbnail image index for the web. Very easy to install, use, and configure.

The best free image mapper around. You may already have an image mapper with your code editor, but you should still give the software a try. Makes really efficient, clean code that's easy to hand edit if necessary.

This is a great freeware for designing your own fonts. You can alter current fonts or make all new ones.

This is a neat free web app that will give you the hex code or RGB values for just about any color imaginable. Offers several ways to pick and preview your desired color.

Leecher is a good example of making a working application with nothing more than HTML and JavaScript.
